RtiTalk New Resident Co-creation Forum Community Guidelines and Disclaimer Regarding the forum's management rules, these guidelines reference the following sources: 1. National Development Council Talent Taiwan Community Behavior Guidelines 2. Republic of China "Employment Service Act" and related regulations for preventing false information 3. Trust and Safety standards of mainstream international social media platforms (e.g., Meta, Google) This will significantly enhance user trust in the RTITalk platform and ensure our management processes comply with public sector standards. If there are no issues, it can be directly handed over to legal for confirmation or provided to the development team for reference! I. Platform Mission and Community Expectations Welcome to RTITalk! This forum aims to provide a safe, inclusive, and friendly environment for new residents in Taiwan, migrant workers, and diverse communities to interact. We firmly believe that diversity is our strength, and therefore, we expect all community members to: 1. Be friendly and inclusive: Respect members from different nationalities, cultures, religions, and backgrounds. 2. Communicate considerately and rationally: Differences in opinion should not be an excuse for personal attacks; please engage in discussions constructively. 3. Respect privacy and trust: Collectively maintain a community of trust and do not leak others' private shared information. II. Prohibited Content and Behavioral Guidelines We adopt a "zero-tolerance" approach to any form of harassment and illegal activity. When sharing information or commenting online, please be mindful of your wording. Posting the following content is strictly prohibited: 1. Prohibition of illegal intermediation and illegal transactions: In accordance with Taiwan's "Employment Service Act" and other regulations, it is strictly prohibited to post unauthorized migrant worker recruitment, visa processing services, underground remittances, fraudulent advertisements, or engage in the buying/selling of contraband, sending malicious phishing links (Scam), or other acts to defraud others of their property. 2. Prohibition of false information and rumor-mongering: Posting unverified major disaster, public health, or election-related false information is prohibited. Maliciously spreading online rumors that are known to be false, which may disrupt public peace or cause social panic, may violate Article 63 of Taiwan's "Social Order Maintenance Act" and incur relevant legal liabilities. 3. Rejection of discrimination, hate speech, and harassment/bullying: ● Hate and discrimination: Publishing attacks, insults, or derogatory remarks based on nationality, race, religion, gender, sexual orientation, or disability is prohibited. ● Public insult and defamation: Please refrain from excessive online speech. Maliciously damaging the reputation or business goodwill of individuals or businesses may violate the "Public Insult" or "Defamation" provisions of the "Criminal Code." ● Malicious doxxing and harassment: Malicious stalking, persistent insults, or unauthorized disclosure of sensitive personal information such as ID numbers, phone numbers, or addresses is strictly prohibited. 4. Prohibition of violence, sexual exploitation, and infringement: All forms of bloody, violent threats, nudity, and pornographic content are strictly prohibited. Furthermore, text, images, music, or videos on the website are protected by "Copyright Law." Unauthorized clipping and pasting of others' articles and images without permission will violate the "Reproduction" and "Public Transmission" regulations. ● Legal citation and Creative Commons: When citing others' works, authorization must be obtained and the original source must be attributed. We also encourage creators to adopt "Creative Commons" (CC) license terms, allowing your high-quality content to be legally and widely shared and extended. III. Reporting Mechanism and Investigation Procedures To protect the best interests of participants and ensure procedural justice, this site implements the following transparent management process: 1. Safety reporting mechanism: If users discover violations, they can use the "Report" function. The platform guarantees the absolute confidentiality of the reporter's identity. 2. Automatic hiding and review: If a single piece of content is reported by many users in a short period, the system will automatically temporarily hide it pending factual verification by an administrator. 3. Three-tier violation xử lý system: Upon confirmation of a violation, the platform will take action based on the severity: ● First tier (Reminder/Warning): Remove the violating content and issue a system warning. ● Second tier (Function Restriction): For repeat offenders, temporary suspension (e.g., prohibition of posting/commenting for 24 hours to 7 days). ● Third tier (Permanent Ban): For serious violations, permanent account deletion (Ban), and inclusion in the RTI blacklist. 4. Law enforcement notification: If personal safety or serious illegal activities are involved, the platform will proactively collect evidence and notify Taiwan's police authorities (110) or relevant agencies. 5. Appeal mechanism: If users believe they have been wrongly judged, they can submit an appeal to the platform through a dedicated channel for re-examination by an administrator. IV. Legal Disclaimer and Digital Footprint Reminder 1. Statement of opinion: This forum is an open platform for public exchange. The comments, articles, or images posted by users represent only the personal views of the users and do not represent the stance of the Broadcasting Corporation of China (RTI). By registering and using this service, users agree to bear full legal responsibility under Taiwan law for all content they post. 2. Digital footprint and IP tracking (Every step leaves a trace): Please be reminded that although online comments can be made anonymously or with a pseudonym, the platform system will legally retain the user's login and access "Internet IP address" and time records (Log). If illegal activities are involved, with network technology and police investigation, the real identity of the commenter can still be traced. Do not harbor any侥幸 (jǐng xìng -侥幸). 3. Platform's right to act: The RTI team reserves the final right to review, modify, hide, and delete forum content. If any third party suffers damages or legal disputes arise due to users posting illegal content, the user shall bear all legal and compensation liabilities. To maintain public interest and platform security, the platform may take the above actions without prior notice to users, and users shall not object.
