Fake Sales, Real Lending, Extortion: Using the store as a cover, Ms. Pei had migrant workers who borrowed money sign 'fake sales contracts' to disguise high-interest loans with an annual interest rate of up to 120%, even confiscating their passports. One migrant worker borrowed NT$30,000 for his mother's medical expenses. Although he had repaid the principal and exorbitant interest, Ms. Pei continued to threaten him, saying, 'I'll find the boss to make sure you can't work' and 'I'll find someone to beat you up.' She also locked and impounded the migrant worker's motorcycle, forcibly extorting over NT$70,000 more.
Drug Trafficking Harming Compatriots: Ms. Pei herself does not use drugs but sold ketamine, ecstasy, and drug-laced coffee packets in her store to Vietnamese migrant workers working in Taiwan. Police seized hundreds of drug packages on the spot with a search warrant. Many migrant workers have to submit a certificate of good conduct before coming to Taiwan, but they fall into bad habits, exacerbating their financial difficulties.
Poor Post-Offense Attitude: In the initial interrogation, Ms. Pei denied everything, even blaming other migrant workers for the drugs. She only confessed after being remanded in custody by the court, but then claimed she 'didn't understand Taiwanese law' in an attempt to be released on bail and evade criminal responsibility.
