The New Taipei District Prosecutors Office and the National Immigration Agency recently busted a case where the main suspect, Lin Wei-liang, was involved in illegally facilitating undocumented migrant workers for nursing jobs. Over seven years, he collected over NT$40.69 million from employers. The New Taipei District Prosecutors Office has indicted three individuals for violating the Employment Service Act and other offenses, with Lin Wei-liang specifically facing a three-year prison sentence.
The task force investigated that Lin Wei-liang and his accomplices were engaged in human trafficking. Starting from September 2018, they collaborated with an undocumented Indonesian migrant worker nicknamed "Mommy." Lin Wei-liang rented houses to serve as dormitories for migrant workers, contacted employers, and arranged jobs, while "Mommy" was responsible for managing the dormitories and translation, thereby facilitating illegal nursing services.
After "Mommy" returned to Indonesia, another Indonesian national, ENDANG, took over dormitory management starting in April 2023. Lin Wei-liang charged employers between NT$30,000 and NT$50,000 per month. He drove an expensive imported car daily but only paid the undocumented migrant workers NT$1,000 per day.
The task force also discovered that another Indonesian defendant, SITI, had been posting advertisements on the social media platform TikTok since September last year to recruit undocumented migrant workers. Lin Wei-liang and ENDANG would then arrange subsequent accommodation and job placements. After reviewing relevant account books and financial flows, it was found that Lin Wei-liang had collected over NT$40.69 million from employers from September 2018 to April 2026.
The New Taipei District Prosecutors Office recently concluded its investigation and indicted Lin Wei-liang, ENDANG, and SITI for offenses including intentionally facilitating foreigners to work illegally for others for profit under the Employment Service Act. The prosecution considered that Lin Wei-liang had been illegally facilitating undocumented migrant workers for a long time, with the criminal activity spanning over seven years and involving a large scale. This severely disrupted the legal employment services and migrant worker management order in our country, warranting a heavy sentence. The prosecution specifically requested the maximum penalty for this offense, a three-year prison term, along with a fine of NT$1.2 million, the statutory maximum.
