I Want to Ride a Scooter and Drive a Car! A Guide for Foreigners on Getting a Driver's License and Driving in Taiwan

In Taiwan, bicycles, electric mopeds, electric scooters, and regular scooters may look similar, but they require different driving qualifications. Just because a rental shop is willing to rent to you doesn't mean you can legally drive on the road. Before riding or renting, confirm the vehicle type and license requirements to avoid issues with unlicensed driving or accident claims. Regular bicycles do not require a license and have no minimum age, but you must still obey traffic signals and road rules. Electric-assist bicycles with pedal assistance generally do not require a license. When purchasing or renting, ensure the vehicle has a certification mark and do not modify its speed or remove original equipment. Electric mopeds also do not require a license, but riders must be at least 14 years old. The vehicle must be inspected, registered, and insured with mandatory insurance. Riders must wear a helmet, cannot carry passengers, and the maximum speed must not exceed 25 kilometers per hour. Just because it looks like a scooter doesn't mean a license is required; similarly, just because it's small doesn't mean you can ride it anywhere. The easiest way is to check the license plate and vehicle information first. ⚠️Scooters and electric scooters both require a license⚠️ Both regular gasoline scooters and electric scooters with scooter license plates are considered scooters, and drivers must hold a scooter license appropriate for the vehicle type. Commonly seen in Taiwan, standard scooters are typically vehicles with an engine displacement over 50cc but under 250cc. Most gasoline scooters used for daily commuting, and their corresponding electric counterparts, fall within this range. Large displacement scooters require a separate, specific license and cannot be ridden with only a standard scooter license. Even if you're just borrowing a friend's scooter for a short ride, riding without a proper license is still considered unlicensed driving. In the event of an accident, this could also affect insurance claims and liability determination. Driving a regular private passenger car requires a small vehicle license. When getting a car license in Taiwan for the first time, you usually need to apply for a learner's permit, complete the required learning period, and then pass a written and practical test. You can choose to learn at a driving school or practice with a legal vehicle and accompanying person according to regulations. Holding a car license does not mean you can ride a scooter; similarly, holding a scooter license does not allow you to drive a car. They are different license categories. 🚗Foreigners can get a driver's license in Taiwan Foreigners can apply for a regular scooter or car license. Generally, you must meet the following conditions: · Be at least 18 years old · Hold proof of permitted stay or residence for 6 months or more · Pass a physical examination at a designated medical facility · Prepare proof of residence, photos, and relevant documents · Pass the written and practical tests First-time applicants for a scooter license must also attend a safe riding lecture. For car licenses, you must first obtain a learner's permit and meet the required learning hours. Actual documents, fees, and test availability may change. It is advisable to book in advance on the Motor Vehicles Office website and check the latest requirements for your chosen office. Individuals with foreign driver's licenses have three potential options: · Use a valid international driving permit · Exchange your foreign license for a Taiwanese license · Retake the Taiwanese driver's license test Whether you can use or exchange your license depends on reciprocity agreements between the issuing country and Taiwan, as well as the vehicle categories and validity period of your original license. With a valid international driving permit issued by a reciprocal country, you can typically use it directly for short stays in Taiwan not exceeding 30 days. For stays longer than 30 days, you must apply for an endorsement at the motor vehicle authority, valid for up to one year. An international driving permit cannot be used alone; you should usually carry your original foreign license and passport when driving. Rental companies may have additional requirements regarding driving experience, age, and documentation. 📑Check reciprocity rules before exchanging your license Whether a foreign license can be exchanged for a Taiwanese license without an exam is not solely determined by having a translated copy. Applicants usually need to hold a valid foreign license and proof of permitted stay or residence for one year or more, and apply within the stipulated period after entry. Non-English licenses require a verified Chinese translation. Since reciprocity conditions vary by country, region, and vehicle type, confirm with the motor vehicle office before preparing documents. Do not rely solely on a friend's past experience, as their nationality, license type, or residency status may be completely different. Confirm license category before renting a vehicle When renting a scooter, electric moped, or car in tourist areas, you can check: · What legal category the vehicle belongs to · Whether your license covers that vehicle type · If your international driving permit is still valid · If a visa endorsement is required · Whether the vehicle is registered and insured · What accidents are covered by the rental insurance The rental shop's willingness to hand over the keys does not mean they have confirmed all legal qualifications for the renter. Responsibility for unlicensed driving or using a license that doesn't match the vehicle type may still fall on the driver.
