The draft "Standardized Contract for Food Delivery Platform Services: Items to be Included and Excluded" proposes specific solutions for common consumer disputes:
Compensation for delayed delivery: Platforms must provide an "estimated delivery time." If the delay exceeds a reasonable period, consumers have the right to cancel the order and receive appropriate compensation. Furthermore, platforms cannot transfer the risks of system abnormalities or merchant non-performance to consumers.
Absolutely transparent fees: Platforms must fully disclose product details and all fee breakdowns. Any hidden fees not previously disclosed must be absorbed by the platform.
Subscription member protection mechanism: First-time subscribers to membership services enjoy a 7-day cooling-off period (contract can be terminated). If the platform intends to auto-renew, it must obtain the consumer's "express consent" and establish a renewal reminder and refund mechanism.

The draft "Regulations for the Management of Traffic Safety for Delivery Personnel" focuses on reducing the occupational risks for delivery personnel:
Mandatory safety training: Operators must provide traffic safety education and regular refresher courses for new and existing delivery personnel. For delivery personnel with serious traffic violations, specialized safety training sessions must be conducted.
Optimized dispatch system: Platform dispatch content must comply with traffic regulations. System notification designs should not interfere with navigation screens and should avoid requiring delivery personnel to perform dangerous operations such as clicking or responding while "in motion."
📅 III. Subsequent implementation progress
These two draft regulations were jointly deliberated and drafted by the Directorate General of Highways, Ministry of Transportation, in consultation with consumer protection groups, food delivery platforms, and labor unions. They are currently in the announcement phase, widely soliciting opinions from all sectors. After the announcement period, the "Regulations for the Management of Traffic Safety for Delivery Personnel" will be announced and implemented as soon as possible.
