The New England-based newspaper The Republican reported that China's implementation of the Law on the Promotion of National Unity and Progress may affect some residents of Massachusetts. Federal Congressman Jim McGovern stated that this is a means of attacking America's core values, and Director of the Taipei Economic and Cultural Office in Boston, Liao Chao-hung, emphasized in an interview that China is weaponizing its domestic laws to carry out transnational repression and global censorship.
China's implementation of the "Law on the Promotion of National Unity and Progress" has drawn attention from Tibetan, Uyghur, and other groups abroad. The Republican, a newspaper in the northeastern New England region of the United States, reported on the 2nd that some residents of Massachusetts are concerned that China's extraterritorial long-arm jurisdiction may impact overseas dissidents.
Congressman Jim McGovern, who represents Massachusetts, pointed out that not only China but many countries employ similar tactics, which are an attack on America's core values and ideals.
Freedom House, a non-profit civil society organization, stated that last year, 30 governments engaged in transnational repression, with China, Russia, and Vietnam at the forefront. Dissidents abroad from these countries have experienced transnational repression tactics such as illegal expulsion and detention, with some countries' immigration authorities even assisting in these actions.
Director Liao Chao-hung of the Taipei Economic and Cultural Office in Boston stated in an interview that China is weaponizing its domestic legislation through laws, using it as a tool for the Chinese Communist Party to implement transnational repression and global censorship, attempting to suppress individuals worldwide who care about human rights and support democracy. This situation is very worrying.
He further pointed out that some residents in Boston still have family or business ties with China or Hong Kong. This law may cause them and all friends who support freedom and democracy to worry that they will face risks such as being denied entry or detained when traveling to China, Hong Kong, Macau, or transiting through countries closely related to China in the future. This essentially forces overseas individuals to self-censor, attempting to create a chilling effect.
Thondup Tsering, a Tibetan community leader in Western Massachusetts, said that he would not be surprised if this law targets the more than 200 Tibetans living in Amherst, Massachusetts, as the Chinese government's "arms are very long."
Thondup Tsering mentioned that he knew Lhoga Tsering, a Tibetan who self-immolated in front of the United Nations Plaza in New York in early July. This action called for Tibetan unity to strive for independence.
Since 2009, approximately 170 Tibetans have protested through self-immolation, marking the first such incident in a Western country.
Transnational repression has been a recent focus of concern for the US judiciary. In May, a federal judge found Jianwang Lu, a Chinese-American accused of acting as a Chinese agent, guilty. In February, a California court sentenced a Chinese national to four months in prison on charges including being a Chinese agent.
