[International] Trump Signs Executive Order Limiting Birthright Citizenship, Targeting Birth Tourism

U.S. President Donald Trump signed two executive orders on the 6th, attempting to further restrict birthright citizenship. After the Federal Supreme Court rejected his previous attempts, Trump has once again challenged this provision of the U.S. Constitution.
Restricting birthright citizenship has been one of Trump's priorities in combating immigration, with the White House particularly targeting so-called "birth tourism," where foreign pregnant women travel to the U.S. to give birth.
Following a setback at the Supreme Court on June 30th, Trump had called on Congress to act, but on the 6th, he chose to issue an executive order. Executive orders set policy but lack legislative binding power. The Supreme Court had already ruled Trump's previous measures to restrict birthright citizenship unconstitutional.
The Trump administration argues that the new order is not limited by the Supreme Court's ruling, thus allowing the government to expand the scope of those ineligible for birthright citizenship, including individuals entering the country for "birth tourism." Trump's order states that such individuals "are not within the scope of the birthright citizenship rule announced by the Supreme Court."
White House Chief of Staff Stephen Miller said at the signing ceremony in the Oval Office: "Effective immediately upon signing this order, birth tourism will be prohibited. This means that no one in the world will be able to obtain a visa for such a fraudulent purpose."
A 2020 study by the Center for Immigration Studies, which supports reduced immigration, estimated that between 20,000 and 25,000 mothers traveled to the U.S. for birth tourism in a single year between 2016 and 2017.
There will be 3.6 million newborns in the U.S. in 2025.
Trump's newly signed executive order also restricts the rights of children born in the U.S. to foreign government employees and individuals from enemy nations.
These orders could also affect individuals born in U.S. territories if Congress approves a law terminating automatic citizenship for those born in these territories.
Trump's new order is likely to face challenges in court.
