[Politics] Hsu Chun-ying Sentenced to 7 Years in First Instance for Violating Anti-Infiltration Act and Other Crimes

Hsu Chun-ying, a spouse of Chinese nationality, was accused of long-term contact with Chinese Communist Party (CCP) officials and reporting domestic political situations. The New Taipei District Court announced today (11th) that Hsu Chun-ying was convicted of violating the Anti-Infiltration Act, the Banking Act, fraud, and allowing mainland Chinese residents to enter illegally, and was sentenced to 7 years imprisonment.
Reviewing the entire case, the New Taipei District Prosecutors Office found that Hsu Chun-ying, chairperson of the Taiwan New Residents Development Association, and Chung Chin-ming, president of the Cross-Strait Marriage Coordination Promotion Association, were allegedly in long-term contact with Yang Wen-tao, director of the Cross-Strait Marriage and Family Service Center of the CCP's Ministry of Civil Affairs, and Sun Xian, deputy director of the Homeland Peace and Unification Promotion Committee of the Shanghai Municipal Committee of the Revolutionary Committee of the Chinese People's Political Consultative Conference. They allegedly received instructions to support candidates. Hsu Chun-ying also allegedly assisted Sun Xian with her friend Luo Ying, entering Taiwan in October last year (2025) under the guise of business exchange.
Prosecutors also found that Hsu Chun-ying was involved in underground remittances totaling NT$28.75 million, with illicit gains exceeding NT$240,000. Furthermore, Hsu Chun-ying colluded with her friend's company to forge labor insurance records and employment documents for her daughter, defrauding loans of NT$26.97 million.
The New Taipei District Prosecutors Office launched searches last November and obtained approval for the detention and restriction of visits for Hsu Chun-ying. In March this year, prosecutors indicted Hsu Chun-ying, Chung Chin-ming, Luo Ying, and Pu Chi-cheng on charges including violating the Anti-Infiltration Act, the Banking Act, forgery under the Criminal Code, and fraud. During the trial, Hsu Chun-ying only admitted to the charges of loan fraud and underground remittances, denying violations of the Anti-Infiltration Act and harboring Sun Xian's entry into Taiwan. The trial concluded on June 9th and September 9th. The court ruled to grant Hsu Chun-ying bail of NT$2 million and implement electronic monitoring.
