[International] ASEAN Plans to Launch Skills Passport, Thailand Hopes for Cross-Border Certification to Enhance Talent Mobility

Thailand will host the ASEAN Labour Ministers' Meeting from the 23rd to the 28th, where initiatives such as establishing an ASEAN skills certification system and a digital skills passport are expected to be proposed to promote mutual recognition of labor skills within the region. Thai Labour Minister Julapun Amornvivat stated that the certification system will not only aid workers in finding overseas employment but also benefit foreign investors and industries.
On the 13th, Julapun announced that Thailand is ready to host the 29th ASEAN Labour Ministers' Meeting (ALMM) and other related meetings. He noted that the ASEAN labor market faces numerous challenges, including the transition to digital and green economies, and changes in employment patterns due to an aging population.
The ASEAN Labour Ministers' Meeting will also discuss artificial intelligence (AI) governance, inviting ASEAN ministers from relevant fields to participate. Additionally, representatives from ASEAN dialogue partners such as China, Japan, and South Korea, as well as the ASEAN Secretariat, the Organisation for Economic Co-operation and Development (OECD), the International Organization for Migration (IOM), and the International Labour Organization (ILO) will attend.
Julapun pointed out that the theme of this meeting is "Advancing ASEAN Human Capital: Skills Certification Towards Global Recognition." Thailand will propose three pillars for establishing an ASEAN skills certification ecosystem: the "ASEAN Reference Framework for Curricula," "ASEAN Skills Standards Certification," and "ASEAN Centres of Excellence Certification," with phased implementation planned from 2026 to 2030.
He added that Thailand will also launch a pilot program for the ASEAN Digital Skills Passport, aiming to gain international recognition for the skills of Thai and ASEAN workers, thereby promoting regional talent mobility and sustainable development.
In response to a question from CNA, Julapun stated, "A unified regional skills certification system will not only facilitate cross-border employment for workers but also benefit foreign investors and the overall industry."
He continued, "If the ASEAN Skills Passport can achieve global recognition, the export and cross-border movement of labor will create higher economic value, yielding positive effects for both labor-exporting and labor-importing countries."
The ASEAN Labour Ministers' Meeting and related meetings will be held in Bangkok from August 23rd to 28th. (Editor: Liu Xiang-Hua)
