[International] India Expands Cooperation with Japan; Both Sides to Collaborate on Naval Vessel Design and Manufacturing

India and Japan signed a maritime security cooperation agreement today (20th), which will deepen cooperation between the Indian Navy and the Japan Maritime Self-Defense Force, and promote the shipbuilding, design, and joint research and development of naval vessels; both sides will also cooperate to promote the transfer plan of the composite communication antenna (UNICORN) for vessels. Defense Minister Rajnath Singh met with the visiting Japanese Defense Minister Shinjiro Koizumi in New Delhi on the 20th. Both India and Japan look forward to further promoting their defense partnership in the Indo-Pacific region. The two sides signed a Memorandum of Agreement (MoA) on the 20th, setting a framework for closer cooperation between the Indian Navy and the Japan Maritime Self-Defense Force. The Economic Times pointed out that the agreement signed by India and Japan this time will strengthen cooperation in areas such as maritime search and rescue, humanitarian assistance, and disaster relief. Both sides also agreed to enhance maritime traffic security and coordination through naval visits, joint exercises, personnel or expert exchanges, and logistical support including port and repair facility usage rights. A joint statement from India and Japan stated that both sides will promote cooperation in maritime security based on their respective strategic and operational needs. India and Japan agreed to cooperate in naval shipbuilding and design, and in the future will attempt to combine Japan's technical expertise with India's production capabilities to explore the possibility of joint development. The statement indicated that the composite communication antenna (UNICORN) project for vessels will be the first defense equipment transfer case between the two countries and is a symbol of this cooperation. Both sides agreed to realize this project as soon as possible. India's The Print pointed out that Singh and Koizumi agreed to hold more in-depth discussions in areas related to the manufacturing of defense vessels, hoping to fully leverage their respective strengths, including Japan's contribution of technical expertise and India's production capabilities under the "Make in India" framework, and to explore the possibility of joint research and development in naval shipbuilding and design. Both expressed optimism about expanding joint military exercises between India and Japan, and agreed to continue deepening these exercises, including integrating drones into the exercises. They also hope to promote exchanges between the special forces of the two countries and establish a joint theater command in India. Singh and Koizumi expressed their affirmation of the trilateral naval joint exercise held in February this year between India, Japan, and Indonesia, and agreed to expand cooperation with third countries through high-level exchanges, exercises, and other measures. During his visit to India, Koizumi not only met with Singh but also visited the Western Naval Command in Mumbai and the naval base in Chennai.
