Chou Man-chih, chairperson of the Taiwan New Immigrants Care Association, was instructed by the CCP's united front work department to assist a Labor Party legislative candidate, who is also a mainland spouse, in her election campaign in an attempt to secure a legislative seat. The Taiwan High Court (Kaohsiung Branch) today (21st) sentenced Chou Man-chih to 1 year and 6 months in prison for violating the Anti-Infiltration Act. The judgment of the Kaohsiung District Court stated that Chou Man-chih entered Taiwan in 2001 as a mainland spouse. She was a member of organizations such as the "China Patriotism Volunteer Association." Although she was aware that the association was under the substantial control of the CCP authorities and primarily engaged in promoting united front ideology, she established the "Kaohsiung City New Immigrants Sisters Care Association" and the "Taiwan New Immigrants Care Association" in Taiwan, serving as chairperson and promoting activities with united front objectives. The judgment indicated that during the election period for the 16th President and Vice President and the 11th Legislative Yuan of the Republic of China (Taiwan), Chou Man-chih campaigned for Zhan Hsiu-ying, a Labor Party legislative candidate who is also a mainland spouse, attempting to obtain a legislative seat to complete her united front mission and expand the organization's scale. Judges at the Kaohsiung District Court considered that she interfered in the general election under the direction of an infiltration source, obstructed the fairness of the election, and denied her involvement after the crime. Today, she was sentenced to 1 year and 6 months in prison for violating the Anti-Infiltration Act. The case can be appealed. Furthermore, defendant Hsu Shao-tung, who has not yet appeared in court, in order to create a false impression of good political and business connections, instructed his son, Hsu Wei-fu, to forge the official seal of NVIDIA and congratulatory messages from CEO Jensen Huang and former President Tsai Ing-wen, thereby creating a false impression for Hsu Shao-tung of having good political and business connections and certain influence in Taiwan. Although Hsu Wei-fu confessed to the crime, he was sentenced to 1 year and 10 months in prison for document forgery. Hsu Shao-tung's ex-girlfriend, Wang Min, in order to assist him in receiving an unexplained sum of 300,000 US dollars, cooperated by opening bank accounts in New Taiwan Dollars and foreign currencies, and forging art exhibition and sales contracts to handle foreign exchange, thereby evading scrutiny. The judge sentenced her to 1 year for the crime of specialized money laundering, granting her a 4-year suspended sentence with probation. She is also required to pay NT$300,000 to the public treasury, provide 120 hours of community service, and attend two legal education sessions. In addition, regarding the indictment by the Kaohsiung District Prosecutors Office against Chou Man-chih and Guo Yong-tsung, secretary-general of the Taiwan New Immigrants Care Association, for allegedly inviting village and neighborhood chiefs to mainland China for complimentary hospitality, as well as Chou Man-chih's alleged dissemination of false polls and campaigning for Foxconn founder Terry Gou. The judges reviewed the case and found that the members of the delegation to the mainland had paid their travel fees and did not hear any election-related matters. The false polls were solely produced and funded by Hsu Shao-tung, and there was no evidence to suggest that Chou Man-chih was aware of them. The judgment also mentioned that the term "candidate" as referred to in the Anti-Infiltration Act does not include those who are later determined not to be included in the official candidate list by the Central Election Commission. Since Terry Gou ultimately did not officially register as a presidential candidate, Chou's support for him constituted invalid campaigning, lacking substantial illegality.
